To be a new enrollee in this plan, you must be enrolled in the Turquoise Care Managed Health Care Program that Blue Cross and Blue Shield of New Mexico administers. Or you must be in the process of enrolling in that program. Plus, you must be a dual-eligible beneficiary in one of these Medicaid groups: QMB+, SLMB+ or FBDE.

HCSC is a Medicare Advantage organization with a Medicare contract. Enrollment depends on contract renewal.
